Just like its European counterparts and rival airlines, in the early 90's Air France was building a family of airlines which were specialized in different route types. It was all about market segmentation, but all of these groups would eventually disolve into larger airlines which would inherit all or most of the former routes.
Air Inter was for many years the French domestic airline and its history has a close resemblance with other similar airlines in other European countries; it was approaching Air France style service and both airlines were already merging some of them, such as the frequent flyer programme. Besides its impressive domestic network, Air Inter was also flying to some international destinations (Dublin,Seville, Palma de Majorca ...) acting as an Air France European / short haul operator, but still keeping its own brand name.
